When a game is rained out, such as the Yankees are in a rain delay, and, let's say the opposing team [the Twins] score 4 runs in the top of the inning, but the game is RAINED OUT, and finalized due to rain, and the home team [the Yankees] do not finish batting in the bottom if the inning, do all runs scored in the top of the inning count?

4.10
(a) A regulation game consists of nine innings, unless extended because of a tie score, or shortened (1) because the home team needs none of its half of the ninth inning or only a fraction of it, or (2) because the umpire calls the game. EXCEPTION: National Association leagues may adopt a rule providing that one or both games of a doubleheader shall be seven innings in length. In such games, any of these rules applying to the ninth inning shall apply to the seventh inning.
(b) If the score is tied after nine completed innings play shall continue until (1) the visiting team has scored more total runs than the home team at the end of a completed inning, or (2) the home team scores the winning run in an uncompleted inning.
(c) If a game is called, it is a regulation game:
(1) If five innings have been completed;
(2) If the home team has scored more runs in four or four and a fraction half-innings than the visiting team has scored in five completed half-innings;
(3) If the home team scores one or more runs in its half of the fifth inning to tie the score.
(d) If a regulation game is called with the score tied, it shall become a suspended game. See Rule 4.12.
(e) If a game is called before it has become a regulation game, the umpire shall declare it “No Game.”
(f) Rain checks will not be honored for any regulation or suspended game which has progressed to or beyond a point of play described in 4.10(c)

BOTH teams must get the equal number of outs. Unless of course the home team is leading... as in a nine inning game. So, in the case you name where the Twins scored 4 in the top of the 7th inning... had the game been called a rain out... they would take away that half inning... since the Yankees were losing 2-1 before the 7th ever started, the game would be called and the Twins would be the winner of a 6 inning rain shortened game, 2-1.

If the race is rained out on Monday, they would attempt it again on Tuesday unless the upcoming schedule would make logistics too difficult. At that point, it would postponed to open week on the schedule, or moved to end of the season. In 2007, the August race at Michigan was rained out both Sunday & Monday. NASCAR made the decision to run on Tuesday, with a 10:30am start time (was there). The race was able to be completed that day, and the crews hustled back south to get ready for the Bristol night race that Saturday. Had the rain continued, NASCAR would have postponed the race to Thanksgiving weekend, and it would have been the season finale. As far as tickets go, they are simply honored for the day the race is held. Using the same example above, I was able to get into the track in Tuesday simply by showing my ticket stub.

If the track has lights and there is a chance they can dry the track,NASCAR will try to get the race run that night. If not,then it's on for Monday. Should Monday get rained out then it comes down to where the race is being held and where and when the NEXT race is being held. Teams have to have time to get back to Charlotte (Or Denver,CO in the case of the Furniture Row team) load up new cars,parts,etc and get to the next track. If the next week is an open date,or the rained out race was being held at say Charlotte Motor Speedway,Darlington,Daytona,Martinsville... or Atlanta,NASCAR would run on Tuesday. Those tracks are "in the neighborhood" for 99% of the crews. Figure any track within 600 miles of Charlotte and NASCAR will go til Tuesday to get the race in. The normal NASCAR deal is when the race is rained out the day it's supposed to be run on,your ticket is good for the NEXT race at that track. It's up to YOU to make sure you contact that tracks ticket office BEFORE you leave the speedway and make the arrangements,however. The seat you had you fanny in today may already be sold for the next race there.

As you have created the scenario, the runs scored in the top of the inning would NOT count. The home team must have the last at bat if they are losing. The final score would revert to the last full inning played.

well, it depends on which inning they are in. i think they have to go 7 innings for the game to be final. if it is before then they will just cancel the game and play another day.
