His name is Gerard Way.
I personally liked his hair a lot better black, cuz god knows goth worked for him.
He dyed it blond and cut it short to get into character for "The Patient" who is the character their next album "The Black Parade" is about.
("The Black Parade" is their 4th CD I think, and their very first rock-opera)

I know I loved his hair long and black and now its all gone and it's almost white or really light blonde. His name is Gerard Way.
