if it's really flashy with too much eyeshadow with dark lipstick that doesn't match....maybe id think she's a hoe..but it also depends on what the grl is wearing.

Looking like a hoe is when people look at the makeup more than they look at the face.
Makeup is like advertising. It tells others (guys) how they should consider the products they are seeing.
If someone can't see your pretty face, because all they are looking at is the makeup, yea you'd be saying "hey look at me I'm a cheap hoe". I've seen teenagers that look like a freakin clown. No one would take you as a serious girlfriend, when you advertise yourself as a painted hoe. So if you want to be someone's hoe for the night (then someone else's easy score the guys tell their friends about), that's what heavy makeup is all about.
I like the ones that have light blue eye shadow, maybe a light cheek makeup that you can't tell if it's their natural glow, or it's makeup.

I wore glam eye-shadow/eye-liner make-up, FULL FACE, everyday for two years in high school. A lot of people told me it was way too much, although a lot of girls complimented me on my skills and I got payed to do their prom make-up.
This is what I would apply every morning, it took 45 minutes. First I apply black eyeliner on the top lid and right under the lash line in the bottom lid so that it was very drastic. Then I used a black eyeshadow to cover the black eyeliner on the bottom and covered the entire top lid, OVER the eyeliner too. I would apply the black eyeshadow a little over the lid as well. Then I used a smokey gray to make it seem as though the black was fading, and then FINALLY I applied a light shimmer where the eye-shadow ended. This was only for eyes. Not including the three types of mascara I used.
I'm not going to go into face.
Even though most people say that they don't like the OVER LOADED make-up look, I had basically three guys a week asking me out at school. All types of guys too. I got hit on a lot outside of school, just walking home too.
What I'm trying to tell you is that, it doesn't matter what people think about your make-up. If you think it looks good on you, then wear it. As long as you're confident in your self, with your make-up-- you'll exude the sexiness that most men find attractive.

No, but don't go too overboard with the makeup. Less is better and believe it or not most guys like girls to wear less makeup. If you wear dark eye liner and dark lipstick and alot of blush then people will start to wonder about you. When you put on alot of eye make up be subtle with the lips. If you put on a lot of lipstick be subtle with the eyes. That's the best rule when knowing what is too much. Now we might start judging when you wear alot of makeup and very few clothes.

No that is stereotyping.I sometimes where makeup just for the sake of the art of it not b/c I think I'm ugly.Than again I feel just as confident going out in public with absolutley no makeup and feel confident.Anywho all people are not like me but that is not how to judge a person.You judge them on their actions towards what you are speaking.Better yet -don't judge.

No. That is stupid. Some people just wear more makeup than others, and some really don't know how much is too much or how to wear it well. Also, some cultures wear more makeup than others.
How juvenile is that to judge someone by their make up?

If you think that you look like a whore in a certain amount of makeup, then wear less. Not enough makeup is always better than too much. Subtle is better than outrageous.

No, I would measure if she's a hoe by her actions. If she's wearing to much make up, I would simply assume she has no idea how to do her make-up.
