when mail is sent to a po box and you never get it tracking shows u did whos to blame how dfo u find it?

i won 2 ring on e bay and have not got them i tracked them down to where the post office shows they were delivcered to my po box but i yet to see them whos to blame and where do i fine them

If you know you have not received them and the Post Office claims you have then you'll have to file a fraud report with the Postal Inspectors. Tell them you believe your mail has been stolen. Eventually though, unless they have the worker on film stuffing things in his pocket, find the item at his house (they'd have to have probable cause for a search warrant or he confesses you're probably out.
