why would you want to drill a hole in a wine bottle. Are you making something special?

Take it to a glass shop. This takes a rather pricey diamond-tipped drill bit made specifically for glass, you need to have a constant stream of water flowing over the glass while you're drilling, and you need a steady practiced hand.
Just mark the bottle where you want the holes and take it to a glass shop. They'll charge less than it would cost to buy the bit you need.

You need a diamond tip drill bit. You must tape the bottle were you are about to drill. go slow and easy do not force it. Do not apply alot of pressure.

slow electric drill, 7/16 masonry drill bit, and plastacine, make a well of plastecine around where you want the hole and fill with kerosine, or thin oil, then slowly drill using the weight of the drill only, you got to be patience with this job.

You will have to have a power drill of course and a drill bit made especially to drill glass which you can get at most hardware stores

The advice you see above plus....Wear eye protection and a dust mask and leather work gloves. If the glass shatters you want to make sure your eyes are protected. Ditto for the gloves. Breathing dust made of glass can be very dangerous.
