You haven't said exactly how much rain you got, though you did say all day, so this guy May be a bit strange. But the fact is that right after a LIGHT rain is the optimum time to water. ( The second best being right before--the down side to doing it before is you can't be sure it will only be a small amount of rain). It is always better to water deeply. If you take advantage of a natural rain that is insufficient in itself ( say, less than a quarter inch) by watering after it stops you can accomplish a deep watering using less hose water. This is a very basic fact of gardening or any sort of growing , yet is widely unappreciated. I've heard many others question this practice over the years, but it is the right thing to do. Even if you got a quarter inch your neighbor may need to be very sure that his yard gets a real deep watering because of a particular reason. For example if he has white pines that are in white pine decline, etc etc. Hope this helps.

My neighbour waters his driveway with the hose. There are no leaves or anything. He just stands there with the hose pointed at the cement! I was driving in the rain once and saw a man sitting on his front lawn in undies in a lounge chair reading a newspaper. The paper was covered with clear plastic. People do strange things.

Depends on where u live...Some places(New York, San Fransico, L.A.) have what is called acid rain, which is just all of the pollution coming down in the rain drops. Acid Rain can cause "burn marks" in a lawn and on your skin

He's not thinking. I don't know about where you live, but here it is illegal to water after a rain because we are in a drought. Perhaps you could report him and have the cops come give him something to think about.
