Well, the simple answer is that Rumseld is serving in a time of war, whereas Cohen and the rest served during peace time.

By its very nature, the position of Defense Secretary is more important and more prominent in times of war or other large scale conflicts.

This is compounded by the fact that Rumsfeld has been lambasted by not only the civilian sector, but by the very generals he commands in Iraq. In fact, many have retired just so they can speak out against him.

And last, but not least, Rumsfeld is part of an administration that is surrounded by controversy, and is constantly being scrutinized.

These factors combined make him one of the few Defense Secretaries that has become a household names. Not many people could even name Clinton's Secretaries of Defense.

Simple answer...since approximately 10 months after taking office, Donnie and Georgie have been attacking more countries and starting more wars that Clinton and his Sec of Defense Secretaries.
