I sent an anonymous fax to the paper. My number is blocked. Of course the fax doesn't give my identity. I don't think the actual fax machine gives its identity, does it? I don't think so.

To the everyday public recipient it would be anonymous.

However the telephone company would have records of the call and may be called upon by authorities to provide such data.

If a number is blocked. it'll get nothing!! But the fax machine will give out everything.
