Is it 5 sig figs or 3? There's a rule that says the zeros between two numbers (1-9) are significant, so are the two 0's significant?

5 significant figures here; you're right about the rule concerning the in-between zeroes; they are not just holding a decimal place, so they are signficant. The zeroes might or might not be significant is if the number was 100 . (In this case the two zeroes may or may not be significant depending on the measurement sensitivity that gave you the number). Also if you have a number like 0.000026, then those zeroes are not significant because they only hold the decimal place.

If it is 0,026, example. Well it is 2 since only 0 in the front don't count as significant.

for substantial figures, do the around up or around down of a No. eg.,show 399 in a million sig. fig you get 4 hundred, 3 being the main substantial No. in 399 and the 9 after 3 is greater beneficial than 5. consequently you around as much as get 4 hundred ( a million s.f.) show 3.04264 in 3 s. figs, the ans. is 3.04. thus 4 hundred has a million s. f. (ans)
