Judge a man by his questions rather than by his answers?

Judge a man's intelligence by his questions. Judge a man's stupidity by his answers. Or is it the other way around? That's my serious question to you.

judge a man by both his questions and answers. good questions reflects his skills of thinking out of the box, whereas good answers reflects that he is well versed.
