Stick with hair & nails. Curl their hair or give them an updo so they'll feel grown up, and give them manicures/pedicures with a light pink polish. All above are good ideas but don't forget a package of BABY WIPES to clean their face and a CAMERA to keep the memories. Buy cheap sets of HAIR SUPPLIES (pony tails of all sizes, bobby pins, ...). Try NOT to USE the SAME BRUSH on all of them (just in case!!!!... lice.....) You can ask them to bring their own brush. Have on hand a hair DETANGLER (Johnson's is very good even for grown ups)(just in case too) Use KIDS HAIR GLITTER (or Wet n' Wild Body/Face Glitter on Cosmetic Dept at Walgreens) for hair or WASHABLE hair COLOR SPRAY wich are very easy to find now because Halloweens' soon. You can find all this on one trip to Walgreens or Walmart.

I've actually done one of those myself for my little cousin. We painted fingernails, and toenails,lip gloss or chap stick NO EYELINER OR MASCARA, glitter, a light blush, eye lash curler maybe do their hair in a mini updo.

your old dresses may be made out into a long dress for her, put a sash/ scarf around her waste to act as a belt, so she wont trip on the dress... get her a boa.. put a little bit of make up on her.. blush, eye shadow, lip stick.. but no mascara/ liner etc.. it's not really needed.. get her those cute slippers, you can easily find one for cheap at payless.. put on nail polish for her..
