If the scrotum is allowed to hang freely, it essentially forms a right angle to the edge of the perineum, or "taint" as you've referred to it. On a female, I assume that the rim of the vulva is accepted as the boundary. In either case, it extends all the way to the anus, and tends to form a slight crease at its outside boundaries with the thighs.
