Congress can. It's called impeachment.
Also, the president is constitutionally limited to his enumerated powers, and to enforcing established law. Congress establishes the law. Finally, in certain areas -- appointments, treaties -- actions of the executive must be approved by the Senate for the actions to be lasting and binding.
So, it all depends on what area of the law you are talking about.
