Yes, but it is horribly ex$pensive, time consuming and incredibly painful. It is most often done for people that have one leg shorter than the other or both legs disproportiantely short.
The doctors saw the leg bones in half and attach a framework through the flesh above and below the cut and anchor the framework to the bone. The ends of the bone are kept very close together and allowed to begin knitting. When the new bone growth reaches a certain thickness, the bones are separated a little bit more and allowed to begin knitting again. This process is repeated over and over. People have added inches to their height using this method.
Just remember: Expensive, time consuming and painful.
