Is it preferable to let them have a baby considering the parental's required skills?

Difficult question in that, whilst they may be deficient, it doesn't automatically mean that they will be a bad parent. I also think if you were going down this road it would have to apply to both males and females. After giving it due consideration I've got to say no on the grounds that it would be morally wrong and who would stand in judgement. In the 60's single mothers had their babies removed from them , they had no choice. The figures for 1968 show 27,500 taken into care, for 2005 the figure was 2,500 who stood in judgement then that so many lives could be affected.

We should sterilize women who can't AFFORD to pay for their own babies! Not the taxpayers responsibility!
