It depends on what you want to do and what you're willing to settle on.
Having your own DOMAIN NAME (like www.mydomainname.com) can cost $10-$35 (I've even seen it cheaper with less reputable companies). But that's to have your own domain name. If you just want a web page, you could fiend a free hosting site like www.somefreehostingsite.com and get an account. Then you could put up a web page like www.somfreehostingsite.com/users/yourname
Most free places (if not all), like Yahoo's Geocities, will put advertising and popups on your site, thats why paying for hosting is often better. And if you look around, you can find deals on hosting for probably less than $5 per month.
Personally, I host my own sites - but this can be expensive, at least for the average user. You need your internet provider to allow you to host a site (they tend to "block ports" and prevent it). You would need to leave the computer on 24x7 so people could access your pages any time. You would want to register a domain name and configure it to go back to your computer. You need a web server (but there are plenty of free ones, and the most popular, Apache, is also free).
As for creating a web page itself, There are a variety of programs available. Word and Excel can save documents as a web page, so you could use them (save as "HTML" format). Whoever hosts your web pages might give you tools for creating pages online or that you can download.

Hosts usually charge you based on how popular your site is. They give you a certain amount of bandwidth (which translates into a certain number of times that people can access the page). Exactly how many times depends on how big your page is and how big any graphics on your page are. Free sites will usually disable your site if it gets too popular AND you don't start paying them. Pay sites give you a certain amount based on what you paid for, then charge you extra if you go over. The extra is usually more expensive than if you just bought a bigger plan (kinda like how cell phone plans work).
Some notes on other people's comments:
FTP is used most often, but there are other methods - and the method you may have to use is may differ. Some programs, like Dreamweaver, include FTP abilities, so you wouldn't need another tool. Also, if the site allows you to build online, there is no FTP involved.
Frontpage is a good program? That's like calling a Hyundai a luxury car. Their nice, I have one, but I wouldn't call it luxury. Most web designers look at frontpage with disdain and hate it. Dreamweaver, I agree, is fantastic - but if you don't know web design, then you will probably have a difficult time using it. Sorry, personally, I don't know any "easy" programs.

You need a Domain Name and Web hosting service.
You need a good graphic program. Paint Shop Pro is great for Website images.
You need (or should have) a good website designer like Microsoft Front Page or Dreamweaver.
You need an FTP tool to upload your website.
If you are thinking about a very basic website, then go with http://www.doteasy.com for BOTH a Domain Name and webhosting service.... all for just $25 per year.
For a bit more, and a place to GROW, go with http://www.godaddy.com
If you want the MAX, and do not want to go through steps of Upgrade, then get http://www.ipowerweb.com

It depends on what you want. If you don't need a fancy domain like www.yourcorporationname.com you can just publish your page on free services, like www.geocities.com or www.tripod.com just to name two of them.
If you need extra resources like a domain name, database access and dynamic content it will cost some money. Then you better get some professional assistance. You can try Yahoo! Small Business at http://smallbusiness.yahoo.com/

it costs nothing if you have a free host such as tripod:
www.tripod.lycos.co.uk or
www.frihost.com
however this may not be the best option as they are limited services and can have ads supporting them (frihost doesn't).
To publish your site you simply ftp the files over to the webserver and this info will be supplied your host.
Its really quite easy. The hard part is building a worthwhile site.

there are a number of free sites like bravenet, and several pay sites.
Bravenet has great resources to build your page. You may also want to build a myspace page first.
