Definitely #2. 3 was crappy, and while 1 was great, 2 was even better. You can't go wrong with a movie featuring both DeNiro AND Pacino (think "Heat" another great movie). Not to mention, all of the great quotes:
Michael Corleone: I don't feel I have to wipe everybody out, Tom. Just my enemies.
Michael Corleone: I know it was you Fredo. You broke my heart. You broke my heart!
Michael Corleone: There are many things my father taught me here in this room. He taught me: keep your friends close, but your enemies closer.

Godfather II, is my favorite. It has a broad scope of time to it. Explaining how things got started and following into the modern age; showing how "business" is still conducted in the same way. But in a more sophisticated manner.

Part 2 is considered superior to the original, but it is hard to imagine how it could stand alone. Part 3 was a payday for the studio and filmmakers, not a serious effort at all. But if you are a fan of Pacino, even Part 3 is worth watching.

Part II Better character development of Michael. I liked #1, and didn't mind 3, although still watch the trilogy when I can. There's talk of a 4th about how Sonny got started in the family business. Wouldn't mind seeing that if it happens.
