Microsoft Access is a part of Microsoft Office Professional. Check the Microsoft website at http://www.microsoft.com

It isn't FREE. There are many alternatives.

One possibility is OpenOffice. Look at their section for "Base", which is somewhat similar to Microsoft Access.

you can buy it from many computer online shops, high street computer shops. Its not hard to find somewhere to buy it.
