When the new grass begins to come up, gently rake some of the straw off to allow water and sunshine. What you don't get off, the wind will obviously blow it away. I prefer to take it up if you want a nice manicured lawn.

We pretty much just left it there for good. After the grass started growing a bit, we (gently) raked some off, but for the most part the birds and wind have moved it.

Until the grass starts to grow but before you mow. It will help keep the soil moist but you also want the grass to be able to fill in.
