Yeah, you can tell him there's no returns, exchanges or refunds. If he files a complaint, you can just tell ebay the same thing and that it was in perfect working condition when you sent it out.
Besides, all routers do that!!

I recommend telling the buyer that you will take a look at the device. Tell them if you have had any problems with it in the past, and if so - how you fixed them. First rule: be completly honest. Tell the buyer that you dont want any problems that you will take the router back to check it over if they pay for the shipping costs, once you get it back if you see it was damaged (possibly from shpping) or see that it doesnt work -refund the buyer his/her money. However, if the device works, tell the buyer that it may be their internet connection or how they are using it. Give them the option of Money back or To try to troubleshoot the problem again with the help of the maker or you. If they want money back and you are 100% sure that your router does in fact work - give the money back and resell the item.

If you made a promise that it would work, then you should refund the money. If you did not declare that it was anything other than a working router, then you implied that it worked. In either event, refund the money after you get the unit back. That is part of the cost of doing business on eBay. You don't want bad feedback. I never buy from someone who has bad feedback.

could just be a compatibility issue.
Ask WHY the buyer bought a new router in the first place - perhaps because their previous one was "bad". COuld it just be they have a problem with something else & there's nothing wrong with the router ?

If you want to keep a good reputation on eBay, I would have the buyer return the item. It's not worth getting a bad reputation. If you get it back and it works fine, then sell it again. It could have been damaged in shipment, but it's the seller's responsibility to get it to the buyer in good condition.

If they gave you (-) feedback, then just give them the same. If they have not, work it out. Tell him you will give a refund if they pay for shipping. Tell them if is has worked for you or not in the past.
