I would say hello to you. I hate it when you give somebody a cheery greeting and they ignore you. It feels like a smack in the face.

depends on the person...
if he/she seems sane -- i'd say hello
if he is really cute -- i'd smile and say hello
if he/she is a little crazy -- i'd just nod, smile -- then avoid eye contact.
