Well, i am having the exact same issue right now. Just start hanging out with the girl u fancy and talk to her a lot and call her...start doing that gradually. if your in school, during class help her with school work and homework and if you need partners be with her. Try to get her boyfriend to start hanging out with different people (first find out what kind of people the girl hates) and see if that does anything. write her annonymous love letters and make a fake email and give it to her so you can talk online to her and try to get her to fall in love with her annonymous caller...

obviously she's happy in the relationship she's in now,
in the future if things don't go okay for her,
and she finds herself available...You could pursue a more intimate relationship...
but for now Leave the Lady Alone!!!!
