with the bay bridge closed and eastbound lanes closed, will people still be able to enter and leave? is there another route to get there and be able to get out besides taking bart?

The Bay Bridge is only closed in the Eastbound direction. Getting into the city should be no problem. To leave the city aside from Bart, you can take the Golden Gate Bridge or The San Mateo Bridge. Both are really out of the way if you're trying to get to the East Bay, but if you don't have any other choice, they're options.

Lower level (Eastbound) lanes of the bridge are closed until 5am on Tuesday (demolition underway)
BART is running 24/7 and AC Transit is permitted to take one bus across every 40 mins or so
You can still leave SF via both the San Mateo and Golden Gate bridges.

Today the Golden gate bridge had terrible traffic out of the city. Same with the San Mateo Bridge, I saw a sign saying there was an hour delay on the bridge, and this caused a backup on 101 south in the morning. The onlyfast way out of the city is 280, which is bad news for people in the north/east bay.

You can take the ferry from Jack London Square to the Ferry Building in downtown San Francisco.

Exiting SF will be a a lesson in creative thinking. Have fun. I would take BART and avoid the whole deal.
