That would be Milton Keynes. Its ingenious system of roundabouts was built by an ancient tribe which preceded the Romans. I think they came from Cameroon.
They also built Luton. But all traces were obliterated by an earthquake around 350 Million BC.

Well a city has to have a catherderal. Or it used to.
But Colchester is Britain's first Roman city
So I'd say that is it.
Before that we just had towns. That later turned into cities.

there is no right answer for this as there were many large old settlement but not until the Romans started building were there what we would call citys, and the very first city built by Romans was Colchester built in the 1st century BC... Camulodunum
