If you are using Outlook Express you can download a free program called MSGTAG which sends you an e-mail telling you what time you sent the original e-mail and what time the recipient opened it. To download go to this link:-

You can request a receipt if you use outlook, or you can purchase a service called confimax that will tell you when the mail has been opened.

You can't be sure. And even if you could, you would NOT know if they really read it. But you can ask a question, so they should reply.
For real communication, use the telephone. Don't expect e-mail to always work for you.

There is often an option in one of the menus to "request a receipt" when you send them the email, although the recipient can refuse to send it, even if you request one, so there's no guarantee of knowing.
