I suggest you get the tank low, down to a couple of gallons of gasoline, and then put in a couple of gallons of ethanol
ethanol is more expensive than gasoline (except that currently there are some government subsidies that improve pricing) and it is not as good for most engines, but it will usually burn hotter and cleaner
years ago I passed an emission's test with my old VW bug using ethanol
it failed miserably when I took it down the first time but with mostly ethanol in the tank it barely moved the needle
this won't work for every situation but it may be worth a try

I have a 94 ford Ranger Pickup. I failed the test horribly on the first try. Bought a new cat converter off the net and installed. Passed the next time like an new car. Hint , buy a converter that is for a larger engine than you have.

I bought a can of emmisons pass for my car for 4 years and it helped it pass every time.( I did though run it through inspection on that same tank of fuel) that and I changed the oil

I'll tell you what I did that worked, First make sure the air filter is clean, then adjust the idle speed down so low it will just keep running with out stalling at idle, this has worked for me and some friends every time. good luck

DO NOT BUY THOSE "GUARANTEE PASS EMISSION TEST OR MONEY BACK" OILS, THEY DO NOT WORK, ALL THEY DO IS ALTER PARTICLES IN GASOLINE THAT WILL BECOME HARMFUL GASES. IF YOU WANT TO PASS, YOU HAVE TO POSSIBLY CHANGE THE MANIFOLDS, HEADERS, FUEL PUMP, FUEL FILTER, EXHAUST SYSTEM ETC. IF THE VAN IS REALLY OLD, DONT EVEN BOTHER, GET A 2002 FORD WINSTAR, THEY COST AROUND $8000

Sorry, there's not a lot that you can do. He should have insisted that the seller get it tested before purchasing it.
