I like to donate to United Way, and it makes me feel better knowing that I get to choose where I want my money to be used. It makes parting with my money feel better.

Terrible idea!
The logical conclusion of starting down that path would be that the citizenry would soon want to tell the pols how to spend ALL the money. Can you imagine?
At that point we could just fire all the pols and run the bureaucracies ourselves - wouldn't that be FUN!?!

You can donate as much as you want, and it's generally tax-deductible if given to a charity organization.
But Congress is not going to give up control of the purse-strings, and certainly not going to let the American people have any say in where or how their tax money is spent.
Half of their power comes because they can use budget negotiations as leverage to advance their personal agendas. If they lost control of that, they'd actually have to try and pass bills on the merits, without calling in political favors. They'd never allow that.

There are numerous charities in and outside the government. There is SSI, EIC, medicaid, AFDC, WIC,etc., all government giveaways, not to mention disaster relief, farm subsidies and others. That is where many of our taxes are allocated. The United Way would probably not want any more gov't involvement than is already there.

Even with directed donations, you ultimately do not have say where & for what your money will be used. Just make the donation.
