The song is actually called My Brian Is Hanging Upside Down (Bonzo Goes To Bitburg) and is definitely about a trip Reagan made to West Germany to visit a cemetary.

"Bedtime For Bonzo" was Reagan's most famous movie, which tells you what sort of actor he was. In his spare time during the 1950s, Reagan was both a member of the Screen Actor's Guild *AND* stooge/traitor who spied for Joe McCarthy and his fascists, accusing innocent people of being "communists" for personal gain.

Bitburg was, if you weren't aware, a cemetary known to be full of Nazis. Whenever a Japanese Prime Minister visits a war shrine he gets grief even *if* there no Japanese war criminals were buried there, yet Reagan got a pass when he "prayed" over Nazi party members (there was some criticism, but not enough to stop him). That tells you how spineless the US media were in the 1980s, and they're far worse now.

Answerer 2 is quite correct. I'll add only that "Bonzo" refers to a "B movie" called "Bedtime for Bonzo" that Reagan "starred" in.
(Bonzo was a chimp.)
