Water is important. Assuming you're doing all of the basics, on my worst days, I moisturize then after 5 minutes I apply Clinique's All About Eyes on the puffy parts only. Even if it's gooped on there, I leave it on as long as possible then take it off at the last second. Works every time for me.

The stuff is gastly expensive, but I ask for the samples only after buying the moisturizer. They usually have it on hand to give out. Only a little is needed.

preperation H stuff,Raw potato slices will help tighten baggy, puffy eyes. Cut 2 slices or, if you prefer, 5 to 10 very thin slices, several for each eye. Either method works.

1. Spritz eye area with water.
2. Lying down, place the potato slices on your eyelids and leave in place for at least 10 minutes for best results.

Have you tried using sliced cucumbers at night? I find that it is good for relieving tired eyes, but I'm not sure it's effects on puffiness or dark circles. And Jkearns4949, Preparation H is for hemorrhoids, but it is also able to reduce swelling under eyes because it is an anti-inflammatory.
from experience I can tell you, you are what you eat.
see if you can get some spring water and stay away from tap water. flood your plate with fruits and vegetables.
also take a couple of slices of cucumber and lie them across your eyes while lying down.

Bags under the eyes are allergy related. Try figuring out what you are allergic to.

try laying warm tea bags or cucumber slices on them, avon also sells a gel that should be applied once a day and dramatically reduces the appearance of bags/dark circles. Sometimes they run half off sales on it.

This may sound gross but my best friend and I use this remedy, preparation H yes it is for hemorrhoids but when put on eyelid and under eye it works great to take away bags!

Arbonne eye cream works good for me or a hemorrhoidal cream and the a lighter color concealer than your foundation.
