Yes it is free. To get more info on the points & level system go to "what's going on in answers" and then click "points & levels." It'll show you how many points you need to get to a certain level and how many points you get for doing certain things (i.e. answering a question...that's 2 points...). There are other areas you can go to as well to get more info. when you go to "what's going on in answers."
