the man finds a dead body
calls the police..........and the police asks
"why r u reporting this now
(remember this was 2 mnths b4 the man called the police)

What is the riddle? You told us everything. Invented scenario:
The body was placed on display by the state such as when a favorite politician dies in Russia.
The body was found in the arctic or some similar region. It took them that long to get to help.
