how do i change a bulb so that the engine light shows? im trying to pass emissions and no i did not tamper wit

For emissions testing, the condition of the bulb will not alter the test results. The condition of the check engine light is irrelevant for your safety inspection too.

On most cars you hve to take out the instrument cluster because you can not reach it from the back of the instrument cluster by reaching up with your hand (Try this first). Every car is different so check with your local mechanic, the dealer, or look it up in a repair manual avaiable at your local auto parts store, the library or possibly on line if you get lucky.
