My grandfather(my father father) was a fair skinned "Indian" man and I saw a picture of him and I was reading all of these old documents and papers on him and it says he came from the Dominncan Republic.

the Dominican Republic is a nation, not a race...
You could be Black Dominican or Caucasian Dominican or
Latin Dominican or Indian Dominican...

If he came from there it is in your blood so yes. If he moved to the Dominican Republic then no.

You are from there you had your youth years.Nothing else.That's your roots.Your grandfather's roots could be the Dominican Republic,but yours not.
