Yes. You can use the Easy Downgrader. It's at http://www.psp-spot.com/forums/index.php?act=dscript&CODE=showdetails&f_id=725
You need to register for their site, download the file, plug in your PSP into a USB port in your computer, set your PSP to USB mode, and start downgrading! the rest of the instructions are in the program. I did it fine just a few minutes ago with no problems.
