No way!
It's very simple! The voice and the music both have the same frequencies over most of their spectrum, so those sounds are mixed down in tape and it's almost impossible to diferentiate them. The only way to do that is before the mix (in the console) or letting the music channel off the mix. Or maybe ???? pass the music turned 180 degrees (or out of phase) and reconstruct the voice in increments of less than 20 microseconds each one.
AHhhh!... ... and for the program... I don't know of one! Sorry.

Yes a track stripper can break out each track on the media. If the vocals were laid down on a separate track then it can strip out just the vocals. This is not usually the case with most music. At least, part of the music is played with the vocals.
