Um, we must have very different ideas of what "poor" means! In my mind, anyone who can afford to hire another is not poor.
I live in the US, a country with a very high standard of living. By those standards, I am very poor. I certainly could not afford to hire someone. But I can afford, for example, to eat in restaurants sometimes. (Which is another indication of our difference in definition. I know that the truly poor often do not eat at all.) I tip well, because I have known enough waitpeople to understand how important tips can be for their children's health, their ability to get back and forth to work, and so on. Very few people that I know, however, no matter their financial position, do NOT understand that.
But in hiring, especially for a personal reason (a gardener or housekeeper, for example) people will pay what they have to to get the service. If the market is such that the worker can demand high rates, then fewer people will hire him. The reverse is true when the rates are low.
In my experience, the worker charges what he can get away with, and the employer pays him what he asks for a specific service. If the worker is not satisfied with the pay, he can ask for more, or find a different employer. The same is really true in the corporate world. Depending on the economy, the advantage goes to the worker or the employer.
But if your question really means "Do the rich try to keep the poor down?" I'd say no. The rich actually help the poor way more than the poor ever do! For both obvious reasons, and, I believe, a pretty basic human knowledge that those more fortunate have a responisbility to the race to help those less fortunate. I think this sense of responsibility is strongest in those who *feel* most fortunate, regardless of income.

specific,of course.they have the comparable desires as all human beings else they only shop alot extra intently.I even have wiped sparkling homes,raked leaves,shoveled snow,Ironed clothing,Washed clothing,Been a Taxi provider and all from individuals who had much less then me.The pay became equitable,the hours actual looking and the employer became super!

Actually...when I started working for him, he was a rich man..
Then he went on vacation....
And i did few bad desitions...and he went broke...
