Is it as good or better than the University of Vermont?

These are two totally different types of schools.

Harvard Extension is mostly for working adults who cannot attend college/university in the traditional way. It offers Associate's degrees as well as Bachelor's degrees. Most courses are offered in the evenings and weekends, and students generally live at home, and pursue their studies part time.

UVM (the University of Vermont) is a traditional four-year college. Most students have just completed high school, live on campus, study full time, and are working toward Bachelor's degrees.

However, UVM also has an extension school (UVM Extension), that is similar to Harvard Extension, and is also targeted for working adults who want to work toward their degrees part time, nights and weekends.

All of these programs have fine reputations, although (rightly or wrongly) Harvard Extension and UVM Extension are less prestigious than the traditional four-year programs at Harvard U and UVM. This is because the extension programs have open enrollment, whereas the universities are highly selective in terms of admissions. (Harvard U is even more selective than UVM.)

The University of Maryland University College is considered to have one of the top extension programs in the world.
