This is after you've called the police numerous times and he just doesn't care. He just parties on day or night.
And after you've complained in writing to the apartment complex but they don't care either because they are a bunch of jerks.
I can't afford to move. But I need peace and quiet. I have a hard job and deserve peace in my own home.

We had a neighbour from "Hell"....the only way we could get him charged was to video tape his activities to PROVE to the police what was going on. Once they viewed the tape they were able to charge him with 2 charges and he had to sign a peace bond. One charge was one rarely used called "failure of enjoyment of home" and the other was "public mischief". Once he found out that we had rights and was charged, he sold and moved out and we toasted the moving van!!!!!

Have you tried simply discussing the situation with him? Many people call the police before they try to communicate with the neighbor. Talk to him about your concerns and see if that works. He may see that your a kind, hard working human being and turn his music down. If not, continue to call the police and contact the apartment complex. The more you bother them, the more likely they are to make progress with the situation. The squeaky wheel gets the oil.

Have you talked to him directly and told him how it's affecting you? Sometimes they go on the defensive when you immediately bring the management and police in to it. If that does not work, file a claim in small claims court for $1,000 for moving expenses.
Write a certified letter to your apartment complex asking for an immediate resolution - I had this happen and the apartment complex ending up moving them to a different building.
