You skin is fair and won't tan satisfactorily, moreover, you are putting yourself at risk of skin cancer trying with sun or sunlamps.
Use chemical tanners (and have them applied professionally unless you are sure you can do it well yourself!)

If you're naturally fair skinned, I hate to break it too you, you might always be a little pale.
To keep a tan going, you have to continuously tan in short bursts, dont burn so much that it peels, that isnt going to help you. Instead, tan your body a little bit, often.
Though i advise against tanning. Its bad for your skin, its bad for your hair, and it makes most people look orange.

Go pale. It is worth it. Or try the new sunless tanners. When you are 50 your body will thank you and you will be able to laugh at your formerly tan friends who look fifteen years older than you and whose skins resemble old leather purses. ( That is if they haven't succumbed to skin cancer by then.) I have read and heard that next to none of the popular celebrities or models ever tan. Bronzers and the new lotions are the way to go!
p.s. Do you realize that EVERY time you get a sunburn bad enough to peel that you have increased your chances of getting skin cancer by 10 TIMES?

What I personally do to keep my tan year around is to use a spray on tan or lotion. I swear by the locations they have out now that increases your skin color with time. Its nothing major, easy to rub on, and don't leave you orange like self tanning products usually do. This way you don't burn and its a lot more healthy then laying in a sun tanning bed year around and decreases the changes of skin problems and leathery looking skin as you age. In the long run its cheaper and takes us little of your time.

Once you're tan, STOP TANNING!
Even a few bad sunburns can increase your chance of getting skin cancer.
