Why would you buy a shirt that you didn't understand? The word "amps" is short for "amplifier". An amplifier is a machine that uses transistors or electric tubes to take an electric signal and amplify it (in this case make it louder). Without an amplifier many instruments (electric guitars) would not be audible in the way that they need to be to create music. The shirt is a play on words that would make one think that the wear-er is a musician and knows what an amp is.
