Put a rounded female in a tank with a slim male. The pH should be as close as you can get to 7.0. The water temperature should be 75-78°f for the spawning. Rain water would be the best for this if you can gather it. Use a dim light or cover the aquarium with a sheet to dim the sun's light. If your lucky, they'll start breeding the next morning. The eggs are about the size of a grain of sand and practically invisible. The eggs fall at random and will be lost if fallen on any gravel. Once the spawning is over and the eggs are laid, the female should be removed first for she will eat them. The male will chase here around the tank to prevent this. Have plenty of brine shrimp ready for the offspring will hatch in 24 to 36 hours.

Yes they can be bred in an aquarium. Neon tetras are considered to be of intermediate difficulty. Which is to say it's really hard, but doable. See link for a detailed explanation.
PS- You might want to consider starting with the livebearers like molly, guppy, platty, and swordtails. Unlike neons they breed very easily.

Yes, neon fish (I assume you mean neon tetras) breed like every other fish. Getting them to breed in an aquarium environment requires a firm knowledge of ideal water parameters, diet, sex-ratio and so on for that specific species.
Many fish aren't easily bred in aquarium environments, while others are quite prolific.
