If it was sudden, then many people would die. Probably millions, depending on how sudden you're thinking. Think about all those people who live near a beach. They would immediately flooded. I don't think it's likely that it will happen suddenly, if at all.
Sea level would be raised significantly. Since approximately 70.8% of the earth's surface is covered by water now, if it were to suddenly be raised to 90%, there would be only be about 10% of the land mass left. As opposed to what we have now at 29.2%. That's a difference of 19.2% which may or not seem like much, but when consider that the total land mass (surface area not covered by water) of earth is 57,511,026.002 square miles, the difference is approximately 11,042,116.99.
I imagine that in order to have beach front property you would have to live on some of the highest mountains.
