For members,look into Barrows(Full set of armor gives an effect,but the armor has durability) Dragon (step up from rune) and Crystal (last I checked,only the shield existed,but it has durability,is very expensive to repair,and gives THE best armor bonuses.
Black dragon hide is crucial for countering mages,and is in-expensive.
Basically,for members,there's no "best" armour.

I believe the hardest to get to in runescape for members is Elf Crystal which you can wear at level 70 defence but for free players it is rune. The god armors like Zammy, Guthix and Sara are rune armors with no upgrades to them, they just look cooler but are much more expensive.

For non members it is Rune.For members I forget the best type.People are losing interest in Runescape.I gave my account up a long time ago.

if you are a free its rune but if you are a member id say teh barrow sets and dragon is teh best
