No, unless it is a phone based in another country. For example a person from France will not be charged for incoming calls, but when they are visiting the UK they will be charged for the calls being forwarded from the French network. Likewise a Brit visiting abroad will pay for incoming calls forwarded from the UK. (This includes calls to the UK number dialled within the country being visited).

Any call that originates within the country where the call is received is paid for by the person making the call, e.g. UK to UK is free*, France to France is free*, but UK to France or vice versa both caller and the recipient pay for the call.
(*to the recipient, only the caller pays).
However, a word of warning. If you are making or receiving a call between the Irish Republic and the UK, then this call will be charged as a roaming call and both parties will pay for it.

If it's a UK phone then NO. No UK phones are charged for incoming calls.
