Most Cell Phone companies automatically make your cell number unlisted. Meaning you cannot get a listing of name or address even doing a reverse search of the phone number.

You must ask your cell phone company to list your number if you want it published.

Try calling the person and ask them. You have the phone number.

Even if you have the phone number and know where the exchange and area code are, that does not mean that that is where the person is.

My cell is out of a differnet state than where I live so the area code is not where I live.

Basically you could have a number from say Caliornia and live in Texas.

there are two ways, one would be if they call you at home and you have caller id, then sometimes their name shows up as well. the other would be if that person has requested a listing in the phone book with their cell phone number (which is extremely rare). sorry.
