I think you confused the information. There was an event called the Cuban Missile Crisis, but Germany wasnt affiliated with it at all and Cuba wasnt being attacked.

In WWII Germany stationed submarines off the US coastline and they did patrol the Caribbean as there were supply routes that needed to be targeted (from their perspective). Other than that, nothing...
