Actually they don't chop off the new borns penis (no population increases that way) but they remove the foreskin i.e. circumsicion. This has been a practice in Christianity too and its also medically recommened. Not only does the foreskin gather tons of bacteria that can later easily cause urinary tract and penile infections, losing the foreskin decreases penile sensitivity which leads to longer erections and more chances of satisfying the female that they're making love with in the future.

they don't chop them off, how could the population survive if they did, they may circumcise them though. That is a procedure that removes the for-skin around the penis. Not the penis.
