Bide your sweet time. You can even leave some small clues. But you need to let him make up his own mind, or you get zero.

First of all, you have to talk to this guy...straight up. Telling your ex-sister-in law that you like him is a little too 6th grade, if you really want to know this guy. He may be very shy, or you sister-in law may have said something less that flattering about you to him(after all, she is your brothers EX wife) and you did say that she is jealous of you in the past. Don't put it past her to try and screw this up for you.
The best thing to do is to talk to this guy(invite him to lunch or for a cup of coffee) if he is really shy, then see if he wants to meet you in a group setting with other co-workers(not sis, of course)
Find out a little more about him and when the time is right and you have his trust, then you can let your feelings be known. He may open up to you after he gets to know you and whatever was said by sis my come out in conversation.
Just watch what you say to certain people, as some people are jealous and can't be trusted .

Simple. You said, you only "suspect" your x sister of conveying your mind to the guy because after this incident only he started moving away from you. Instead, you could have used the words "you were confident of your x sister bla... bla.." Incidentally, it is clear that you have not so far asked your x sister straightaway about her action. Your assumption, namely, the guy started ignoring you, is quite meaningful. Absence of her feedback indirectly signifies a negative response from your guy. Hats off to your x sister. She has acted diplomatically in not paining you with the negative reply. Now, what you have to do is straightaway ask your x sister as to what she did. If you get the reply as what I feel, again request your x sister to get from your dream guy the reason for his indifference. If you can correct yourself according to his whims to make you fit for his re-look on you, well, the problem is solved. If otherwise, forget about the past - after the world is larger and await a guy who really cares for you. God bless you for a lasting solution to you!

You say your ex sister in law was jealous of you? Would she have spilled any dirty family secrets to him? You could ask around and see what kinda girl hes dated in the past and make some adjustments. He like bold aggressive woman? make no doubt in his mind you find him attractive..He like alittle less pushiness? Relax and charm goes along way.

Back off and let come to you, that way you will know if he likes you are not and you won't make yourself look like a gumba asking him out

Handle him tenderly. He'll come around.
