the reason for this is your memory is lending 64mb to your onboard graphics controller, thus reducing it to 192mb
restart the p.c and then press delete to enter setup, you should then look for onboard devices,or pci/pnp configuration, then look for onboard video, and look for a option to reduce the amount of memory your graphics needs to use,it should be a entry with 64mb next to it,then when you find it use page up/down to change it to 32mb or if you can 16 or 8mb...the only problem is the lower you set your graphics memory the slower your graphics will run,but if you are only using the graphics for internet this wont be a problem
another idea would be to invest in a a.g.p card these can be bought for around £25 for a radeon 9250(256mb)and then you can disable the onboard graphics and have all the memory free for the p.c
a 256mb memory upgrade would only cost you around £13 so for around £40 you can do a double upgrade and significantly increase the speed of your pc
i would take a wild guess that your computer is a compaq pressario,i say this as i have seen 3 computers this week with this problem and they were all compaq pressarios
good luck

The Memory is shared with the Graphics Card Installed on your computer, therefore your Computer System Information only Shows 192 MB.
It is totally Normal.

On board video is taking what ever was allocated in the CMOS SETUP. You boot, hold down the proper key (it will be in a command listed on the boot screen!) to go into CMOS setup menu.
My solution is rather unique, in that I now run Linux, which makes the hardware all speed up as much as 50X faster! http://pclinuxos.com
And the 5,000 games and programs, the lack of DRM, total control by the user, instead of the Evil Empire, are all bonus points!
Have one dual boot system. The other 80 are dedicated to the fast, virusfree, crackerproof Linux system.

Just because you computer has X amount of listed memory, does not mean that all of it is accessible to YOU. A good part of it goes to operating the computer. You may have to have a few more memory chips installed. Not too terribly expensive.

Your graphics card, which is built on your motherboard, is using 64MB of your system memory.
If you are using Windows XP then I suggest you buy some more memory. If you are using Windows 98 then it should be OK.
