Good question. I don't have a good answer, unfortunately. But that does seem the way, doesn't it? That's why I try not to come right out and call a person an idiot.
Even if they are one.
Edit: I could tell you a story though, about a group of people that likes to falsely accuse EVERYONE of the stupidest things, that seems to be just one step away from getting suspended.
It took about three dozen nice letters to Yahoo, and two nasty ones, but they're finally listening.
Myself and the others who were being harassed (we were all being accused of being the same person) contacted Yahoo over it, proved who we were, challenged them to trace our individual IP's (which were coming from not only different STATES but a couple different countries as well!)...and now, those who were harassing us don't dare come right out and name us.
Yahoo does listen. You just have to mail them repeatedly in order for them to do so.
I threatened/promised them. They listened. LOL.

Believe It or not the neocon hackers have their emails blocked so they don't receive any. You can report them all day and yahoo never receives them. That's not nice is it, but they took the time and used the technology to cover their tracks. I had to report them to yahoo central, and my server to get any results. That is how I know who they are, and what they did to keep from being reported. My server put a block on them from harassing me, and runs their IP addresses to a file automatically. Don't believe what they say because they are the ones doing all of the mischief on these pages.

I think everything is automated. I have posted harmless things which were considered a violation and got a notice from "Dan".. I emailed him back and asked for him to look into all my violations and nothing came of it.
It's all automated and used to censor you by an opposing member.

Because people in government are public figures and open to ridicule. It's their job to be the whipping boy.
Private citizens are not.
